Providing the certification of personnel, LEEA Specialised Certification Centre keeps invulnerability, manages conflicts of interests as well as ensures objectivity of the certification process. Certification of power builders had been started in 1997, but Specialised Certification Centre (SpecCC) as a non-governmental organisation has been working since 2009, having united the certification institutions of the Latvian Society of Electrical Engineers and the Association of Energy Builders of Latvia.

In accordance with the Regulation of the Cabinet of Ministers Nr. 182, of April 14, 2015 “On delegation of competence assessment and independent practice supervision of construction specialists to Latvian Association of Electric Power Engineers and Power Builders” (Latvijas Elektroenerģetiķu un Energobūvnieku Associācija) and the Delegation Agreement signed by the Ministry of Economy and LEEA on January 22, 2019, the certification of construction specialists was started in the electrical construction industry in the regulated and non-regulated spheres.

Specialised Certification Centre (SpecCC) is LEEA separate and independent structural unit accredited by Latvian National Accreditation Bureau (LATAK) as an institution of personnel certification. It is assumed the right to certify power builders within particular regulated and non-regulated spheres of electrical power engineering. The documents (certificates) given by LEEA SpecSC certify that the competence of a certified person meets the requirements of the relevant standard or regulations.

Activities of LEEA SpecSC are based on the evaluation provided by independent experts, and the power builders are certified in accordance with Construction Law, Latvian Standard LVS EN ISO/IEC 17024 "Compliance assessment. General requirements for personnel certification bodies" and regulations of LR Cabinet of Ministers of March 20, 2018 Nr.169 "Regulations for assessment of construction specialists' competence and supervision of ongoing practice" as well as the requirements of the developed internal regulations.

The services of LEEA SpecSC in the field of construction specialist (construction experts/ https://www.bvkb.gov.lv/en/certification-construction-experts-0) certification are available to all applicants who wish to receive a competent and objective certificate from the certification body regarding the compliance of a construction specialist with the requirements.

The operation of LEEA SpecSC is focused on conducting objective and independent assessments, without any influence by commercial, financial, political or other factors that could compromise its inviolability.

LEEA SpecSC does not allow any restriction of certification that could be related to membership of another association, competing workplaces, etc., it does not allow any action that would interfere or hinder applicants' access to certification.

LEEA SpecSC ensures the confidential character of the information obtained during the certification process in a legally enforceable manner and guarantees security for the certification process.
